Kolkata: The Calcutta High Court on Friday allowed Vishva Hindu Parishad to organise a Ram Navami procession from BE College Gate 1 to Ramkrishnapur Ghat via GT Road on March 26, with conditions that the number of participants cannot cross 500, no arms will be allowed to be carried, only symbolic ones of plastic will be allowed, and no one can deliver any speech inciting communal violence. Also, names and phone numbers of the 15 organisation members will have to be provided to police. Justice Saugata Bhattacharyya allowed the procession on the scheduled route, given the previous HC order had also allowed the same route. On the state’s allegation that last year, despite the HC order, the number of participants crossed 500, Justice Bhattacharyya directed the organisers to disseminate information through leaflets and public announcements. The state offered an alternative route, citing poll preparations in Shibpur Police Line. The judge directed that extra force, as required, be deployed.On the state claim the organisers violated court order last year by bringing bikes, Justice Bhattacharyya said, “We regularly read in newspapers about bike rallies. Where is the uniformity so far as the state is concerned? This pricks even this court’s conscience.” Advocate general Kishore Datta replied: “Hundreds and thousands of permissions, irrespective of parties, are given a month. Only 10-15 in a month are rejected.“
